I am directed by kr. secretary long to

request you to inform the army Council that the Governor of liong Kong, with his approval, proposes

to introduce legislation with a view to the estabe

listment of compulsory service for the local defence

of the Colony, and the consequent release of further

troops of the regular garrison for active service.

2. The Council are aware that the ileadquarters

and Wing of the 74th Punjabis are to be returned to

India as a result of the correspondence ending with

your letter (No.083/5006 (4.0.1.) ) of the 2nd of

February, and the Governor reports that he is now

in communication with the General Officer Commanding,

China Command as to the possibility of withdrawing

more troops from the Colony.
